1898 SHERWOOD TOWN COUNCIL MINUTES

" In 1898 a more modern fire protection was installed. A ten-foot well about 30 feet deep was put down on the west corner of the city hall lot. A 70-foot wooden tower with a ten-thousand gallon tank was erected over the well, and a small steam engine was used to pump water out of the well to keep the tank full. About 800 feet of two and two-and-a-half-inch bored wooden pipe was laid down in the business section of the town. Hydrants were made out of iron pipe. At that time 100 feet of inch-and-a-half and 200 feet of two-inch cotton hose was purchased. This water system was for fire protection only. "

Comon Council of the town of Sherwood met in yearly session as provided for by Charter this being the second Monday of January and the date fixed by Charter for the New Officers Elect to Enter upon their duties.

The old or Retiring council was called to order by Recorder J.E.Young. Roll call showed members present to be B.Janeway, J.M.Haynes & H.B.Stevenson.

Minutes of Last Meeting was Read and Approved.

Report of J.C.Smock Town.Treasurer for the six months Ending on this date was read before the council and on motion the account was approved by a full vote of the Council.

Treasurer's Report showed Balance on hand to be $1366.

Recorder's warrant Book showed that there wer out standing warrants amounting to $8.49 leaveing net Balance in treasury over all out Standing warrants to be $5.17.

Bill of J.C.Smock for Commission amounting to 99c was allowed and is Included in the above

Out Standing Warrants. the old Council haveing closed of Record all the [word erased, replaced by "unfinished"] Business that could come before this meeting and the new Officers Elect being present. Mr. Benj. Janeway was sworn in as president of the Council and assumed the duties there of. Mr. E.G.Hagey, S.O.Hogan, Gus Hanke & John Owens Councilmen Elect being present took the required oath of Office and Entered upon ther duties as Councilmen of the town of Sherwood for the Ensueing year J.E.Young Town Recorder Elect and J.C.Smock Treasurer Elect being ther own successors in office and not haveing ther Bonds ready for the Action of the Council the matter was continued and they wer alowed to Act under ther Old Bonds until the next meeting.

Marshal J.V.Hall being present presented his Bond with H.L.Smock & L.S.McConnell as suretys. [the "a" in "as" contains a dot] the Bond was read before the Council and on Motion was duely approved Mr. Hall then took the oath

Mr. E.G.Hagey Moved to grant the Licens as paid for.to John.Woida. The Motion was second by.Hogan and was voted on as follows. Hagey.Yes, Hogan Blank, Hanke.yes, Owens Yes. The Motion carried.

The Bond filed by John.Woida with W.C.Heater and Ferd.Langer as surities was Read and on Motion the Same was accepted by Unanimous Vote.

On Motion the Recorder J.E.Young was Instructed and ordered to Issue to John Woida a Licens tto Sell spirituous Malt and vinious Liquors in Less quantities than one gallon for a period of 3 months Begining Jany. 17th and Ending April 17th, 1898.

Petition of John P.Mohrmann for a Retail Liquor Licens to sell spirituous Malt and Vinious Liquors within the City Limits for a period of three Months was Read before the Council Bond was also Read and the following Explanation was made that for some reasen then not known Mr.Herman Schmidt had not signed the bond with Mr. Mohrman and Mr. Wilson after Being fully Advised in the premusses the Council on Motion Duely Second Made the following order.

That the petition of John P. Mohrman be granted and the Bond filed By him with Charles Wilson as surety be accepted. Whenever Mr. Herman Schmidt signed said Bond as the other Surety provided he Schmidt qualified as by Law Required Making the Required oath that he Schmidt is worth the Sum of one thousand Dollars over and above all Just Debts, and that the Recorder is hereby Instructed to Issue the Licens to John P. Mohrmann as prayed for when ever the Bond

is signed and filed in accordance with this order.

Vote on the above stood as follows: Hagey.Yes, Hogan.Blank, Hanke Yes, Owens Yes. Motion carried. Bond of J.E.Young Recorder with J.P.Mohrman as surety for the Ensueing year was read and on Motion the Same was accepted.

Moved and seconded that the president appoint one or three councilmen as a committee to Draw plans and specifications for a House for the storage of Laders and other fire Aperatus and to provide a Room in said Building for the Holding of fire companies meetings in. Motion prevailed and the following Committee was appointed. Hagey, Owens, & Hauke.

On Motion J.E.Young was aded to the above Committee.

On Motion the Recorder was Instructed to fix the stove pipe, fix up the Beds in the Jail and procure 3 Extra Comforters for use in

the Beds in the Jail and to bring in his Bill for the Same.

[In margin: "Marshal"] Moved and second that untill further ordered the Town Marshal be and hereby is Made Custodian of All the Fire Aperatus belonging to said town Including Laders, Hose, Hose Cart, pump and all other fixtures. Motion prevailed.

[In margin: "Recorder"] Moved and second that the Recorder be and hereby is ordered to Draft an Ordinance.providing in what manner all Vacancies in town office shall be filled when they occur Either by Resignation or other Wise and Bring in his Bill for the work of Drafting the Same.

On Motion the Recorder was ordered to procure a suitable Book of About 250 pages to be used to Transcribe certified copies of the town ordinances in for the use of the town Marshal.

On Motion Council adjourned to next regular meeting.

Persuant to Call of the President Council met in Town Hall for the purpose of Hearing Report of the Building Committe and if deamed necessary to appoint a committe of two to assertain the cost of a windmill, pump and Tank also the prise per foot of 2,3&4 inch Watter pipe. Roll call showed All members present.

Report of the Building Committe was Read said Report Reconsidered that there be no Building for the storage of Fire Aperatus commenced at this time said Report Recommended that there be a committe of two appointed to assertain the costs of a wind mill and a pump and tank also the prise of 2,3&4 in. Watter pipes on motion by Hogan to Reject the Report and Recommendations of the committe the Vote stood as folows. To Reject Hogan. To Sustain Hagey, Hawk, Owens. The Motion to Reject was Lost and the Report of the committe sustained

A Motion was then made that the president appoint a committe of two to visit the city of Portland and Assertain as near as possible the cost of a wind mill & pump and tank also the prise per foot of 2,3&4 inch water pipe and fire plugs. The Motion was Adopted with only one desenting vote.

The president then proceded to Appoint as such committe E.G.Hagey and J.E.Young.

In regard to placing the Marshal on a salary the following order is made.

That for the months of April May and June the Marshal shall be paid the sum of Eight ($8.00) Dollars pr. Month the Marshal in Adition to the Above Salary to Receive his usual fees arrests serving subpoenes But not to receive any fees for serving notices to Remove Rubich or any other newcence.

On motion Council adjourned to the next regular meeting or subject to the call of the President.

Comon Council met in called Session and was called to order by Prest. Janeway Members all presant Except S.O.Hogan Prest Janeway stated the object of the meeting to be for the purpose of chosing a member of the Board as S.O.Hogan, Resigned and to consider the question of watter works.

Resignation of S.O.Hogan as member of Council was then Read and on motion the Same was acepted Prest then declared nominations for councilman to fill vacancy in orders Jos.Earhart was placed in nomination there being no other person placed in nomination nominations wer closed and a ballot taken which Resulted in Earhart Receiving the unanimous vote cast and he was declared Electetd Mr. Earhart was duely sworn in and Installed a Councilman for the Remainder of the term Ending 2nd Monday of Jany.1899 Recorder Young made a statement that he could secure a 5 horsepower [Or?]gan and Boiler & Pump to be used in place of Wind mill for the Sum of

one hundred and twenty five $125.00 Dollars.

On Motion A Committe of two was appointed to figure up lumber Bill for Tank tower Siz 24X24 at Bottom 14X14 at top and 50 ft. high Also to Estimate all costs for said lumber foundation &c for the tower and Report on Monday night the 30th Inst Committee appointed wer J.E.Young & E.G.Hagey.

Moved and second that J.E.Young be and hereby is appointed a committe of one with full power to act for the town of Sherwood subject to the instructions herein mentioned to purchase a pump engine and boiler of five horse power not to cost to Excede $125.00 F.O.B. to have a written guarantee that the Machinery will give good service and do what is clamed for it to do. Said Committe is also Empowered to purchase one 8000 Gallon non shrinkable water tank cost not to Excede $80.50 F.O.B. also to purchase the Lime Cement and nailes Required as per Committee Report. [Next three words underlined:] Motion Carried Unanimously.

Moved and Second that a warrant be drawn on the Treasury of the Town of Sherwood for the sum of Twenty $20.00 Dollars in favor of J.E.Young to be Expended by.him or as much there of as will be necessary to purchase Lime cement & nails and for his necessary Expenses while acting on this committe.

Persuant to a call regularly issued calling this meeting in Lieu of the Regular Monthly meeting for the purpose of transacting any and all Business that might properly come before the Council, the Council met in Town Hall and was called to order by the president. for which the Town of Sherwood by its agent J.E.Young agreed to pay the Sum of Two Hundred and Ten Dollars payable as follows $100.00 in July 1st 1898 and $110.00 on or before Sept. 15th, 1898. On Motion the contract was Ratified and the Report of committe accepted.

In the matter of the $20.00 appropriated and placed in the Hands of J.E.Young to purchase Lime cement and [erasure, written over by the words "and Expenses"] of trip to Portland As Committe J.E.Young makes the following Report.

Moved and second that the propostiion of J.E.Young to Act as foreman at 2.25 per day be Accepted and that he be and hereby is Employed by this Council to act as foreman on the watter plant Construction and that he be Empowered to Hier as many men as he deams it necessary to do the work he haveing the power to discharge any man at anytime he deams it for the best Interest of the town and that at any time he may discharge a Man the Town Recorder and president is Empowered to draw warrants on the treasure to pay said man the wages due the foreman is authorized to pay $1.50 pr day for comon Labor and not to Excede 2.00 per day for Mechanicks. Adopted by A full Vote of Council.

Moved and Second that the president appoint a comitte of Two.to over See the General construction of watter plant with power as a committe to discharge any and all hands and persens Employed on the Job. Adopted.

Moved and second that the Recorder be and hereby is Empowered to purchase not to Excede 200 feet of 4 inch wattr pipe for main with necessary couplings watter gate and Tees and L Joints also one Hydrant and that money [erasure, written over with "for the"] purchase of the Same is here Appropriated and made Subject to the Warrant of the Recorder and President of the Council. Motion carried by full vote.

Moved and second that the Recorder and president is and hereby is Empowered at any time to draw warrants on the Treasury for the payment of the wages of the men Employed on the watter works. Motion carried.

On Motion a Warrant for $8.00 Was drawn in favor of J.V.Hall Salary for May 1898.

Resignation of E.G.Hagey was then Handed in and Read on motion the same was acepted Nominations for a Councilman to fill Vacancy caused by Resignation of E.G.Hagey was declared

Mr.L.S.McConnell was placed in nomination there being no one Else presented nominations wer closed Ballot was taken which Resulted in the full council Voteing for L.S.McConnell and Mr. McConnell was dclared by the president to have been duely Elected Councilman of the town of Sherwood to fill the unexpired term of E.G.Hagey, Resigned.

Petition of John Owens asking Leave of Abcence for ninety (90) Days was granted.

Committe Report J.E.Young Reported that he, in accordance to Instructions, had purchased 190 ft. of 4 in. pipe with necessary Ells and Tees Water gate and 1 Hydran at a cost of $62.50, That he had Read a warrant on the Treasury for $60.00 to pay for Same Leaving Balance due of $2.50

Petition of John Woida for Liquor Licens for a period of (3) Three Months was Read before the Council Licens to commence July 18th and End Oct.18th,1898 Bond Also Read and approved and on Motion the Licens

On Motion it was desided to Continue Marshal J.V.Hall's Salary at $8.00 pr Month for the Months of July, Aug. & Sept.

And the Marshal was Instructed that he was Expected to be more Vigalent in the future and to prevent by arrest of other wise the use of Obscene Languag on the Streets Also to See that Habitual Druncards wer Either made to Leave town or be Run in to Jail the Last was not as a motion but general Instructions as to what the Council and president considered to be the Marshal's duty.

Moved and Second that the Recorder and president be and hereby are Instructed to Issue a Warrant on the treasury for the Sum of $100.00 in favor of John.Poole to be applied as first payment on Machinery purchased said money to be paid when ever demanded by John.Pool. Motion carried.

Persuant to the Call of the President for a meeting to transact general Business the Common Council met in Town Hall and was called to order by the President members present wer B.Janeway president. Members of the Council Gus Hanke and L.S.McConnell.

There being no quorum after waiting one hour Council Adjourned.
